Climate Vote 2026:

On the campaign trail, Trump promised to slash energy prices in half in 12 months. Instead, bills have skyrocketed and just keep going up. With a crusade to cancel clean energy and rush to build more data centers, our polling shows that half of voters believe he’s making bills worse and have a similar view of Republicans in Congress.

Voters’ frustration with those in power creates a clear opening for clean energy candidates to address the affordability crisis. LCV Victory Fund is uniquely poised to elect climate and clean energy champions to take back power for the people.

In 2026, our programs are targeting a set of swing voters we’re calling “Energy Bill Voters.” Our research shows these voters feel the impact of high utility bills, care deeply about energy affordability, and will be decisive in close races in November. We are communicating to these voters about soaring energy prices as we urge them to vote for Democratic pro-clean energy candidates and against Republicans whose opposition to affordable clean energy has driven up their bills.

Here are the tactics that will lead to success:

Throughout 2025 and 2026, LCV Victory Fund has worked with our partners in the environmental community to drive an effective, aligned affordability message. We’re working in coalition with key allies including our state affiliates, partners in the environmental community, and other allied PACs to make the most strategic investments possible.

Here’s what makes our approach uniquely effective:

• EXECUTING AT SCALE TO WIN. LCV Victory Fund is the largest political environmental organization investing at every level of the ballot to elect leaders who will advance climate goals.
• STRATEGICALLY DEPLOYING RESOURCES. We run independent campaigns in districts and states where we can make the difference to elect a pro-clean energy candidate or defeat an anti-environment opponent. We prioritize working where our efforts can simultaneously impact races for Senate, House, governor, and/or down-ballot seats.
• IDENTIFYING VOTERS AND MESSAGES. We use proven research to identify targeted groups of voters who can be moved on our issues. We develop effective messaging that resonates, even in today’s fragmented media landscape.
• EFFECTIVE PARTNERSHIPS. With an unparalleled network of 30 state affiliates working in state and local races, we leverage on-the-ground expertise to impact races up and down the ballot. LCV Victory Fund is also a trusted partner to other leading environmental, independent progressive, and labor groups working to elect candidates. We collaborate closely with allies so that our efforts complement, not duplicate, each other.
• TESTING AND INNOVATION. We conduct rigorous analyses of our programs and their components, using tools such as ad testing to gauge efficacy. We continually refine our strategies and tactics so that our programmatic and spending decisions are informed by the latest research and technologies.
• PERSUASION AND MOBILIZATION. Our best-in-class, door-to-door canvassing and paid media programs — combining persuasion and turnout efforts — have helped deliver decisive margins in close races for the last decade through an effective mix of digital, TV, mail, and field tactics. We also have significant expertise running vote-by-mail (VBM) and early voting programs, including “chasing” voters to return their ballots and communicating with them about options to vote in their states.
