LCV Victory Fund Launches New $4 Million Early House Program

Washington, D.C.– Today, LCV Victory Fund announced a new $4 million ad program in House districts: AZ-02, FL-07, MI-04, NC-11, and VA-01. Running in districts President Trump won in 2024, these digital ads call out Republicans for cutting our clean energy supply and raising our energy bills. The ads will be targeted to reach the “Energy Bill Voter”, a key voting bloc this November. This is the earliest paid media investment that LCV Victory Fund has ever made in U.S. House races and will be the first wave of a larger campaign. The first ads will launch in early July on TV, digital and streaming platforms.

Since President Trump took office, energy costs have risen 16% nationwide. Recent polling shows that 35% of all voters, and 51% of undecided voters placed the cost of utilities, like electricity and heating “as their most important issue in deciding who to vote for in Congressional elections.” At the same time, the number of voters blaming high energy costs on Trump and Congressional Republicans’ cancellation of clean energy projects has already risen 5% in the first half of 2026 alone.

Despite the popularity of clean energy resources and projects, the Trump Administration and Republicans have continued to roll back clean energy projects that help lower costs and protect the health and safety of our communities. The pain of these choices is being felt across all the districts LCV Victory Fund is targeting. In Michigan, the Trump Administration and Congressman Huizenga are determined to keep open the Campbell Coal Plant costing Michiganders $180 million as of the end of March. In Tempe, Arizona and Asheville, North Carolina energy prices continue to rise amidst extreme weather including record high temperatures and destructive and devastating hurricanes.

“Voters are angry about rising costs across the board, with energy costs being a top concern for many,” said Sara Schreiber, Senior Vice President of Campaigns at LCV Victory Fund. “We know that they are more likely to support candidates committed to lower energy costs by increasing clean energy production, and we’re making sure they know which Republican House candidates oppose clean energy production.”

This announcement comes following LCV Victory Fund releasing a memo in June outlining an electoral strategy aimed at reaching the “Energy Bill Voter.” The memo defines the “Energy Bill Voter” as swing voters who are more likely to be women, Black and/or Latino, non-college-educated, less engaged with politics, independent, moderate, or soft partisan voters. The LCV Victory Fund midterm strategy includes early investments in paid media to expand the map of competitive races, leveraging the anger over rising energy costs under the Trump Administration, using research to develop a list of voters to target across mediums, and a tailored mix of paid media, through streaming services, content creators, and digital platforms like YouTube. Over the course of the midterm cycle, LCV Victory Fund will invest in comprehensive programming including paid media, field, and content creators across races at the Senate, House, and state-level.
