LCV Victory Fund Surges Midterm Investment to Over $110 Million
Washington, D.C. — Today, LCV Victory Fund and affiliated entities announced their plan to surge to over $110 million into key House, Senate, and state races. The climate group initially committed $50 million to its midterm efforts, but as voters’ concerns about energy prices and other climate-related issues continued to grow, the group’s leadership raised unprecedented resources. The investment marks the largest total spent by an outside issue group in support of Democratic candidates, and surpasses the $100 million the group invested in 2022.
“This is an energy election,” said Sara Schreiber, SVP of Campaigns at LCV Victory Fund. “We identified early on that Republicans were vulnerable when it came to energy costs. Voters are not simply frustrated, they’re angry at monopoly utility companies, Big Tech, and Big Oil, who are making record profits while families struggle. Americans deserve leaders who will stand up for them instead of cozying up to corporate executives and giving them handouts. More so than any other outside group, LCV Victory Fund is reaching these voters and mobilizing them in support of Democrats.”
LCV Victory Fund is connecting with voters on a range of issues connected to the climate fight, including energy prices, air and water pollution, and data centers. The organization’s primary strategic priority this cycle is to return both the Senate and House to Democratic control. LCV invested over $23 million in 30 House districts, 27 of which Trump won in 2024. LCV Victory Fund’s largest investment this cycle has been in Ohio’s Senate race where Senator Jon Husted’s history of cozying up to FirstEnergy resulted in higher energy costs for Ohioans. Overall, LCV Victory Fund is spending more than $19 million in 7 Senate races to retake the chamber. At the state level, LCV Victory Fund state affiliates are also investing $20 million across governor and state legislative races in key states including Arizona, Maine, Michigan Minnesota, and Wisconsin.
At the start of the summer, LCV Victory Fund announced their strategy to target the “Energy Bill Voter.” This crucial voting bloc is composed of women, Black and/or Latino, non-college-educated, less engaged with politics, independent, moderate, or softly partisan voters. Since June, Republicans have continued to lose ground with these voters as utility costs reached record highs over the summer and gas prices skyrocketed. A recent analysis from Cook Political Report noted that the “doubly disenchanted,” a similar swing voting bloc, “draw the line on lowering gas prices and energy costs, giving Democrats a 37%-27% advantage – suggesting it’s the one critical pain point that could ultimately cause them to defect.” Now, with less than two weeks until Election Day, recent polling shows that LCV Victory Fund’s ad programming in 3 districts that Trump won by 5 or more percentage points in 2024 moved voters a net 4 points toward the Democrat by leveraging Republicans’ efforts to cut clean energy projects and driving costs up.
Part of LCV’s unprecedented investment this cycle is due to the enthusiasm of small, grassroots donors. Over $27 million was raised for federal and state candidates through GiveGreen, a project of LCV Victory Fund and NRDC Action Votes. GiveGreen is the biggest single-issue fundraising platform of any progressive group. These small dollar donors are now on track to surpass the amount raised and contributed in the 2022 midterms.
