In State Rep. Ralph Heap’s time representing Arizona’s 14th State House District he has supported the estimated $2 billion cost to ratepayers of upgrading the Cholla coal plant while introducing legislation to criminalize new utility-scale wind and solar projects. During his ACC campaign, Heap received contributions from lobbyists whose firms represent utility companies regulated by the commission. His campaign was also backed by far-right groups, including Turning Point Action and the Arizona Free Enterprise Club, whose funding has been tied to fossil fuel and monopoly utility interests.
